Often Co-chairs/Chairs of SPC want to be Chair/Deputy Chair of the AGM, however also want to put forward papers and amendments. As the ones who work on the constitution and standing orders throughout the year, they often have the best understanding of problems or improvements that could be made.
It's important too to make sure the Chair/Deputy Chair of an AGM session doesn't have bias because the papers or amendments are put forward by themselves. This amendment seeks to maintain that.
